What the study IS

The SEARF Feasibility Study is a structured assessment of the potential for aerospace, aeronautics, and space exploration-related development in West Central Texas. A region-specific roadmap will be developed to capture viable aerospace and space industry opportunities while strengthening workforce and education pipelines, enhancing infrastructure readiness and permitting capacity, and aligning with policy, regulatory, safety, and technology standards. This approach is designed to deliver measurable outcomes, including job creation, GDP growth, expansion of the taxable base, and economic diversification, while remaining fully compliant with key federal frameworks such as FAA, NEPA, DOE, and DOC requirements.

What this study is NOT

The study is not automatically a spaceport plan, and it is not a predetermined pivot away from aerospace. The team’s working approach recognizes that the region already has aerospace activity, and the feasibility study is designed to identify the most achievable “slice” of the larger aerospace/space economy that fits regional strengths.

01 Why

West Central Texas is positioned to diversify its economy beyond traditional industries by leveraging its geographic advantages, existing infrastructure, and proximity to emerging aerospace corridors. This initiative exists to identify actionable pathways for economic growth, workforce development, and long-term regional resilience through participation in the aeronautics, aerospace, and space sectors.

This project will serve as a discovery phase to assess the region’s capacity and potential for supporting aerospace-related activities and investment.

02 Team

Exploration Architecture Corporation (XArc), a commercial space development company, the WEX Foundation, a space-STEM education and workforce development nonprofit, together with InterFlight Global Corporation (IFG), an international aeronautics, aerospace and space industries economic and strategic development consulting firm, are uniquely positioned to deliver a study that not only meets the counties needs but also directly supports the TSC's broader statewide mission “to promote innovation in the field of space operations and commercial aerospace opportunities, including the integration of space, aeronautics, and aviation industries into the Texas economy.”

03 How

The approach follows a structured, three-phase methodology:

  1. Engagement & Alignment: Conduct stakeholder interviews, workshops, and public outreach to define regional priorities and build consensus.
  2. Analysis & Evaluation: Perform detailed assessments of market opportunities, infrastructure readiness, workforce capabilities, regulatory considerations, and economic impact.
  3. Strategy & Execution: Deliver a comprehensive feasibility report, executive summary, and phased action plan outlining clear, implementable steps for regional aerospace development.

This methodology ensures the final product is not just a study, but a practical, implementation-ready roadmap grounded in real-world data and proven industry experience.

04 When

The project is structured as a six-month effort, beginning immediately upon contract execution. It is organized into three sequential phases:

  1. Foundation and stakeholder engagement
  2. Data-driven technical and economic analysis
  3. Final reporting and strategic roadmap delivery

Each phase builds toward actionable outcomes that can be implemented within a 1–3 year horizon following project completion.

05 Who

The West Central Texas Council of Governments (WCTCOG) represents a 19-county region in West Central Texas, serving as the primary stakeholder and beneficiary of this initiative. This effort is designed to support the communities, industries, educational institutions, and workforce within this region by evaluating and enabling opportunities in aeronautics, aerospace, and space development. The study is centered on strengthening regional collaboration, aligning local assets, and positioning all 19 counties for participation in the growing aerospace economy.
